Industry Team that Developed the BD-CMM
The BD-CMM was based on the existing Carnegie Mellon Software Engineering Institute (SEI) capability maturity principles. Development was a collaborative effort between Shipley Associates and the Association of Proposal Management Professionals (APMP) in which the APMP steering committee supported finalization of Version 1.0.
The Development Project involved contributions of many people within the Shipley consulting organization, numerous APMP members, and the SEI. The following individuals comprised the Development Project Management Team:

- Nancy Kessler, Vice President of Process Consulting, Shipley Associates
- Dr. Ginger Levin, Author and Consultant on Capability Maturity Models
The development team included major contributions from Shipley consultants Russ Allison, Rick Lee, Walt MacEachern, Larry Newman, and Robert Winslow. In addition, the project was supported by the following APMP Steering Committee:
